Established in 1953, CRSC Research & Design Institute Group Co.,Ltd. (CRSCD) is solely-funded subsidiary of China Railway Signal & Communication Co., Ltd. (CRSC). Over the past 60 years, it has established itself as a Chinese leader in safety control and information technology for rail transport through its market demand-oriented, technical innovation-driven, and quality and safety-centered efforts. Since 2000 when CRSC as a whole was brought under the control of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), CRSCD has seriously followed the strategic guidance and work arrangements of SASAC and CRSC by taking restructuring and upgrading and scientific development as the main themes, and transformation of development mode and improvement of quality and efficiency as the common threads, and actively implemented the innovation-driven development strategy by emancipating the mind, furthering the reform, grasping the opportunities and controlling the risks to guide technical progress and shoulder social responsibility; and has achieved remarkable progress in all aspects.
CRSCD engages in dozens of products in seven categories, i.e. engineering design, engineering consulting, applied research, standard drafting, engineering survey, project general contracting and system integration, and publishes a journal, i.e. Railway Signalling & Communication Engineering; has enjoyed class A qualification for engineering consulting, class A qualification for survey and design, class A qualification for project cost consulting, and level one qualification for computer information system integrator; has passed IRIS system certification, ISO 9001: 2008 quality management system certification, ISO 14001: 2004 environmental management system certification and GB/T 28001: 2001 occupational health and safety management system certification; has been granted certificate renewal of the certificate of High and New Technology Enterprise of Beijing in 2008; has been designated a key high and new technology enterprise of the National Torch Plan, a target enterprise of the “Ten, Hundred and Thousand Program” of Zhongguancun National Innovation Demonstration Zone and a target enterprise of the “Company Revenue Doubling Program”; has been listed as one of China’s Top 100 Engineering Survey and Design Enterprises, China’s Top 100 Enterprise in Software Revenue in 2010, 2011 and 2012 and the first batch of target enterprise of the “Four Batches Program” approved by Beijing Municipal Commission of Economy and Information Technology; and has been issued AAA certificate for corporate credit rating for seven consecutive years since 2006.
Since its establishment, CRSCD has completed over 7,000 engineering design tasks for signaling, communication, electric power supply and automation systems, and undertaken a number of State Council trial projects and national key projects; and has introduced over 70 independently-developed system technologies to railway and urban rail transit, and promoted over 100 new technologies. It has won a number of national level and provincial level or ministerial level awards, including national awards for science and technology progress and national awards for excellent engineering design; and has obtained 51 copyright registration certificates for computer software and 78 patents, including 47 patents for invention.
CRSCD has a total of nearly 1,500 employees, including nearly 500 with master’s or higher degrees; and over 800 with intermediate or higher professional titles (including over 300 with senior or higher professional titles). While attracting high quality professionals, it has actively established a technical innovation platform featuring cooperation among enterprise, universities and research institutes, establishing a master’s program education base and THU-CRSCD automation research institute of rail transport with Tsinghua University in 2003 and 2006 respectively, establishing an automation research institute of rail transport with Beijing Jiaotong University in 2013, and signing a memorandum of understanding on strategic cooperation and establishing a joint innovation center with Huawei.
Since March 2011, CRSCD has been restructured into a limited liability company. At present, it has a total of six branches, i.e. Shanghai branch, Guangzhou branch, Chengdu branch, Wuhan branch, Xi’an branch and Shenyang branch; a solely-funded subsidiary, i.e. Beijing Guotie Communication Technologies Co., Ltd.; and a joint venture company, i.e. Beijing Thales Transport Automation Control System Co., Ltd.
In recent years, CRSCD has undertaken a series of system integration tasks for signaling and communication systems of China’s High Speed Railways (HSRs) and Dedicated Passenger Lines (DPLs). It has completed the system integration tasks for signaling and communication systems of such HSRs and DPLs as Beijing-Shanghai line, Harbin-Dalian line, Beijing-Shijiazhuang-Wuhan line, Beijing-Tianjin line, Wuhan-Guangzhou line, Shanghai-Nanjing line, Shanghai-Hangzhou line, Wenzhou-Fuzhou line, Ningbo-Taizhou-Wenzhou line, Hefei-Wuhan line, Guangzhou-Shenzhen-Hong Kong line, Haikou-Sanya East Ring line, Tianjin-Qinhuangdao line, Nanjing-Hangzhou line and Xiamen-Shenzhen line; and is executing the system integration tasks for signaling and communication systems of such HSRs and DPLs as Hefei-Fuzhou line and Hangzhou-Changsha line. It has also independently developed and successfully applied an automatic control system for large yards with complete proprietary intellectual property rights, i.e. Computer Integrated Process System (CIPS) to such yards as Chengdu North Yard, Guiyang South Yard, Wuhan North Yard and Shenyang South Yard.
CRSCD has also undertaken the engineering design tasks for signaling, communication, comprehensive monitoring and AFC systems for over 10 urban rail transit projects at home and abroad and the system integration tasks for system renovation of signaling systems of Tianjin Metro Line 2 and Line 3, Beijing Subway Line 8, and Changchun Light Rail Project Phase I and Phase III.
With the promotion of its internationalization strategy, CRSCD has participated in such international projects as Pyongyang Metro in DPRK, Tanzania-Zambia railway, Nigerian Railways, Pakistan Railways and Mecca Light Rail; and has enjoyed technical cooperation with Siemens, Alstom, CSEE, USSI, Bombardier, Kyosan, and GE, and quality and safety management cooperation with TUV SUD.
Since 2009, CRSCD has undertaken a series of research projects, including a research project under the National Key Technology Research and Development Program of the Eleventh Five Year Plan Period, i.e. Technology and Equipment Development for Control System of High Speed Trains under Key Technology Research and Equipment Development for Chinese High Speed Trains, a research project under the National Key Technology Research and Development Program of the Twelve Five Year Plan Period, i.e. Holographic Operation Environment Sensing System under Key Technology and Train Prototype Development for Intelligent High Speed Train Systems, and a national key project, i.e. Key Technology Research and Application Verification for TD-LTE Based Broadband Communication for High Speed Railways, laying a solid foundation for enhanced corporate technical innovation capability and sustainable development.
